Executive Staff

David's 22 years of combined State Government & private sector experience has afforded him the necessary skills and knowledge to provide the best performance in Consulting and Business Development.  Freeman earned a Bachelor of Science degree, majoring in Business Economics from Florida A&M University, Tallahassee, FL.  Freeman received his MBA from Millikin University Decatur, IL and most recently taught Macroeconomics at Millikin University as an Adjunct Professor.

David has 17 years of State Government experience, ranging from a State Purchasing Officer for three State Agencies, the Illinois Department of Public Health, the Illinois Department of Labor and the Illinois Gaming Board, all with the Chief Procurement Office of General Services. David also served as the Statewide Small Business Specialist with the CPO's office, an Investigator with the Office of the Executive Inspector General's Office and a Program Administrator at the Illinois Treasurer's office.  David's state experience also included the Illinois Department of Corrections (IDOC), in various key correctional facility positions, Supervisor of Internal Affairs and Gang Intelligence, Stateville & Joliet CC,  Assistant Warden of Programs & Operations, Jacksonville CC and completed his 10 years with IDOC as the Warden of Taylorville Correctional Center for 2 1/2 years.

David most recently worked in the private health care business with Wexford Health Sources.  Over a 4 year span, David served as the Director of Operations of the Pennsylvania Department of Corrections Health Care and oversaw eight jail contracts as a Regional Administrator, supervising the overall operations of the jail health care units.
